What “20 KB” actually means on a form
Kilobytes measure the file, not centimeters. A 3.5×4.5 cm photo can still miss 20 KB if it is 300 DPI and lightly compressed. This page solves the byte cap after you have the crop you need.
Portals disagree on 1000 vs 1024. If the site still refuses a 19 KB file, they may be counting decimal kilobytes or adding form metadata. Try 18 KB by cropping a little more.
