What is EPS to PDF?
It is a one-way format change: pixels (or a decoded preview) in EPS, bytes out as PDF. It is not a new photo, not a compression preset by itself, and not a cloud “optimizer” that keeps a copy of your file.
The useful difference is usually extension plus encoder: JPEG is lossy, PNG is lossless with optional transparency, WebP is a web codec, PDF is a one-page wrapper around a JPEG.
