Is 10 KB a maximum or an exact size?

A maximum. The encoder stops at or under the cap. Padding a file up to an exact byte count is a different tool (increase size in KB).

Will faces still be recognizable?

At 10 KB, maybe not if the original is a full-resolution camera file. Crop to the head and shoulders first for ID-style photos.

Does this upload the photo?

Can I keep PNG transparency?

The size-capped output is JPEG, which has no alpha. Flatten happens on white.

Why did my file stay larger than 10 KB?

Extremely simple graphics sometimes bottom out above a tiny cap, or the device ran out of downscale steps. Try a smaller crop.
